Tender Description
This tender invites qualified contractors to undertake the design, supply, installation, testing, and commissioning of a 3.50 MW grid-tied solar power system at the National University of Sciences and Technology (NUST) campus in Sector H-12, Islamabad. The project involves multiple parking shed locations across the campus, requiring a comprehensive solar PV system with high-efficiency mono crystalline panels, inverters, synchronization with diesel generators, and robust mounting structures designed to withstand wind speeds of 150 km/h or more.
The scope covers all civil, electrical, and mechanical works including cable laying, earthing, lightning protection, and SCADA system integration for monitoring and control. The contractor must submit a detailed design conforming to the technical specifications and ensure the system achieves the Net Minimum Guaranteed Generation (NMGG) of at least 4.0 kWh per kW per day. The project demands high workmanship standards and compliance with PEC registration (minimum category C-2 with solar specialization), AEDB/PPIB registration, and tax authority compliance for the financial year 2024-25.
Bidders should be financially sound with a minimum average turnover of 75% of the project cost over the last three years and demonstrate relevant experience in solar parking shed projects. The tender requires submission of a technical bid including design and financial bid separately, with a bid validity of 90 days. Performance security of 10% of the contract price is mandatory, and mobilization advance up to 15% is available against a bank guarantee.
The submission deadline is **21 April 2026** by **11:00 AM**, with technical bids opening at **11:30 AM** on the same day at the PMU USPCAS-E office, NUST Campus, Sector H-12, Islamabad.
