Tender Description
This tender invites bids for the annual maintenance and repair of buildings located in the Lower Kurram Tribal District, Sadda Cantt, Khyber Pakhtunkhwa. The Communications and Works Department requires experienced contractors to undertake comprehensive upkeep and repair works ensuring structural integrity and functionality throughout the fiscal year 2025-26. The scope includes routine maintenance, minor repairs, and necessary refurbishments using approved materials and adhering to the latest engineering standards applicable in the region.
The project site in Lower Kurram presents unique challenges due to its tribal district status and terrain, requiring contractors to be well-versed with local conditions and logistics. The work demands compliance with the Pakistan Engineering Council (PEC) Category C6 or above, ensuring qualified firms with relevant experience participate. Bidders must provide a 2% Earnest Money Call Deposit Receipt (CDR) based on the estimated cost of PKR 10.783 million, along with the tender form fee and applicable stamp duty as per KPPRA regulations.
For compliance, bidders should ensure their PEC registration is current and valid for the 2025-26 financial year, and they must be active on the Federal Board of Revenue's Active Taxpayers List (ATL). This tender follows the KPPRA procurement rules 2014, amended up to May 2022, and bidders are advised to carefully review all bid solicitation documents available on the official e-procurement portal. Adherence to these requirements is critical to avoid disqualification.
The submission deadline is set for 12:00 PM on 1st April 2026, with bid opening scheduled at 2:00 PM the same day. Bidders must submit their technical and financial bids electronically via the EPAD system and physically deliver the original bid security instruments to the office of the Executive Engineer, Lower C&W Division Kurram, located at C&W Colony, Sadda Cantt, District Kurram. Late or incomplete bids will be rejected.
Pro-Tip: Ensure your bid includes a properly stamped authority letter on the firm's letterhead signed by the owner or authorized representative. This is a common pitfall that leads to bid rejection. Also, double-check the original bid security instruments for compliance with KPPRA S.R.O. requirements to avoid disqualification.
