Tender Description

This tender invites qualified consultancy firms to provide architectural and engineering design along with construction supervision services for the International Gemstone Center in Islamabad and Gemstone Centers of Excellence in Gilgit-Baltistan and Azad Jammu & Kashmir. Issued by Pakistan Gems and Jewellery Development Company under the Ministry of Industries and Production, this project focuses on creating iconic, modern, and regionally inspired buildings to support the gemstone sector with facilities like labs, retail outlets, offices, and exhibition halls in Islamabad, Skardu, and Muzaffarabad. The consultancy scope includes detailed site surveys, geotechnical investigations, master planning, landscaping, BIM modeling, and preparation of bidding documents compliant with PEC standards. The Islamabad center will be a high-rise building with multiple floors, while the regional centers will reflect local architecture and provide training and research facilities. The project demands expertise in architectural, structural, MEP design, and construction supervision with a strong emphasis on quality assurance, environmental compliance, and adherence to local building codes and seismic provisions. Consultants must be legally registered with PEC and PCATP, have at least 10 years of relevant experience, and demonstrate financial strength and technical capability. International joint ventures with experience in gemstone-related projects will be favored. The tender requires submission of detailed company profiles, CVs of key staff, audited financials, and proof of no blacklisting. The contract duration includes design phases of up to three months and construction supervision lasting up to fifteen months for Islamabad and eight months for regional centers. Bidders should ensure compliance with PEC categories and maintain valid FBR/ATL status for the fiscal year 2025-26. The tender follows a single-stage two-envelope system with technical and financial bids submitted online via the E-PADS portal. Earnest Money Deposit of 2% and a 10% performance guarantee are mandatory. The bid validity period is 90 days post-opening, and conditional or incomplete bids will be rejected. The submission deadline is set for 11:00 AM on Thursday, 2nd April 2026, with bid opening at 11:30 AM the same day online. Physical attendance for bid opening is allowed at the PGJDC Head Office, Ground Floor PIDC House, Dr. Ziauddin Ahmed Road, Karachi. Interested firms should prepare their bids carefully, ensuring all mandatory documents and financial guarantees are included. Pro-Tip: Make sure to thoroughly review the PEC registration requirements and ensure all key staff qualifications and licenses are up to date, as technical evaluation heavily weighs these credentials. Also, double-check the Earnest Money Deposit format and validity to avoid disqualification during the bid opening.
