Tender Description

This tender invites qualified firms to supply carbon steel plates conforming to BSEN 10025/2 of 2019, grade S 275 JR, for the Pakistan Navy in Islamabad. The procurement is managed by the Directorate of Procurement (Navy), Islamabad, focusing on construction and civil works materials essential for naval infrastructure and maintenance projects. The scope includes supplying 146 plates each measuring 2500mm in length, 1250mm in width, and 3mm in thickness. These freshly rolled steel plates must be free from defects and accompanied by a Mill Test Certificate detailing mechanical and chemical properties, batch and heat numbers, and manufacturing dates. The plates will be used in naval applications requiring high-quality steel with strict adherence to specifications, ensuring durability and compliance with engineering standards. Bidders should ensure compliance with PEC categories relevant to construction materials and maintain active registration with the Federal Board of Revenue's Active Taxpayers List (ATL) for the fiscal year 2025-26. The tender requires submission of technical and commercial bids in separate sealed envelopes, including all mandatory documents such as DGDP registration, tax certificates, and earnest money in the form of a Call Deposit Receipt (CDR). Firms must also adhere to the Defence Purchase Procedure and Instructions (DPPI-35) and PPRA Rules 2004. The submission deadline is set for 05 March 2026 at 10:30 AM, with technical bids opening at 11:00 AM on the same day. Offers must be delivered physically to the Directorate of Procurement (Navy) office located at Bahria Gate, Near SNIDS Centre, Naval Residential Complex, E-8, Islamabad. Late submissions will not be entertained. Pro-Tip: Carefully review the tender's special instructions regarding the packaging and marking of technical and commercial offers. Missing or improperly sealed envelopes often lead to immediate disqualification. Also, ensure the earnest money amount complies with the specified percentage ceilings to avoid rejection.
