Tender Description
This Expression of Interest (EOI) invites NGOs to participate in community welfare initiatives under the Corporate Social Responsibility (CSR) program of the Trading Corporation of Pakistan (TCP) in Karachi. The tender focuses on poverty alleviation, livelihood enhancement, and education/technical training related to agriculture, targeting both urban and rural communities. The TCP, operating under the Ministry of Commerce, seeks experienced NGOs to develop and implement impactful CSR projects aligned with these domains.
The scope requires NGOs to present detailed CSR proposals including implementation plans, rationale, societal and environmental impact assessments, timelines, budgets, and resource mobilization strategies. The work demands NGOs with proven track records in similar sectors, capable of managing projects across various provinces. Karachi serves as the administrative hub for submission and bid opening, with the CSR initiatives expected to positively influence local communities through sustainable development efforts.
Bidders must comply with eligibility criteria including valid registration with income tax and sales tax authorities, active taxpayer status, and submission of audited financial statements for the last three years. The tender advises NGOs to ensure PEC category compliance and maintain good standing with FBR and provincial tax authorities for fiscal year 2025-26. Bid security of PKR 50,000 is mandatory, and performance guarantees will be required upon award. The tender follows PPRA rules and the EPADS e-procurement system for submission.
The submission deadline is set for 11:00 AM on 6th February 2026, with bid opening at 11:30 AM on the same day at TCP's Board Room, FTC Building, Block-B 4th Floor, Shahrah-e-Faisal, Karachi. Interested NGOs must submit bids online via EPADS and provide original bid security before bid opening to avoid disqualification.
Pro-Tip: Ensure all bid documents, especially the bid security and affidavit of non-blacklisting, are complete and submitted timely. Missing these often leads to disqualification. Also, carefully review the CSR proposal requirements to align with TCP's priorities and scoring criteria for a competitive edge.
