Tender Description
This tender invites qualified contractors in Islamabad Capital Territory for the construction of a 17.7 km 132 KV transmission line from Faqirabad to Pac Karma - Sanjwal under the multi-year tariff plan by Islamabad Electric Supply Company (IESCO). The project involves comprehensive civil and electrical works including RCC pile foundations, tower erection, stringing of conductors, dismantling of existing infrastructure, and environmental mitigation measures. The scope covers transportation of materials from New Wah Store, installation of various tower types, and environmental monitoring to ensure compliance with safety and quality standards.
The work demands expertise in heavy civil construction and electrical transmission line installation. Contractors must mobilize specialized equipment such as tension stringing sets, concrete mixers, surveying instruments, and heavy machinery. The site presents engineering challenges including pile foundation casting with tremie concreting, excavation in varied soil and rock conditions, and precise tower erection with welding and alignment. The project duration is 210 days post contract signing, requiring efficient scheduling and resource management.
Bidders must hold a valid PEC registration for 2025-26 with category C-5 and specialization codes CE-02, CE-10, and EE-05. Compliance with FBR and provincial tax authorities is mandatory. The contractor must demonstrate financial soundness with a minimum average annual turnover of PKR 114 million, net worth of PKR 17 million, and cash flow availability of PKR 44 million. Past experience in similar 132 KV or higher voltage transmission line projects is essential. Bid security and performance guarantees are required as per PPRA rules.
The submission deadline is set for 07 April 2026 at 11:00 AM via the EPADS online portal, with bid opening at 11:30 AM the same day. Bidders must submit technical and financial proposals in a two-envelope system. All bids must be accompanied by required documentation including PEC certificates, financial statements, and proof of past project completion.
