Tender Description

The National Disaster Management Authority (NDMA) Islamabad invites qualified contractors for the construction of three warehouse sheds located in Islamabad and Karachi, categorized under construction and electrical works. This project involves building two sheds in Islamabad measuring 70x50x30 feet, with one designed to bear a load capacity of 450-500 tons, and one shed in Karachi measuring 100x70x30 feet with a load capacity of 500-550 tons. The scope includes civil works such as excavation, RCC foundations, brick masonry, plastering, termite proofing, and application of paints, as well as supply and installation of pre-engineered steel shed structures, insulated roofing, aluminum windows, exhaust fans, gates, and a complete electrical system with industrial LED lighting suitable for warehouse heights. The works require adherence to Pakistan Engineering Council (PEC) registration in category C4 or above with relevant specialization codes and active status on the Federal Board of Revenue's Active Taxpayer List (ATL). Contractors must demonstrate experience with fast-track projects of similar size and complexity, provide detailed construction schedules, and maintain quality control through a field laboratory. The project demands compliance with all applicable Pakistani laws, safety standards, and environmental protection measures. The contractor is responsible for all site facilities including offices, labor camps, water, electricity, and waste disposal. PEC category C4 contractors with specialization in civil engineering and structural works are advised to ensure their registration and financial competence meet the requirements for this project. The contractor must submit a bid security of PKR 2 million and provide a performance security of 10% of the contract price upon award. The contract duration is 90 days from the notice to commence, with liquidated damages applicable for delays. All bids must be submitted online via the EPADS portal and accompanied by a hard copy of the bidding documents and original bid security delivered to NDMA HQ, Islamabad. The submission deadline is 16th January 2026 at 1100 hours, with bid opening at 1130 hours the same day at NDMA Headquarters.
