Tender Description
This tender invites bids for the construction of a cricket ground located in Mirpur Bhuriro, Taluka Thul, District Jacobabad under the Sports and Youth Affairs Department, Government of Sindh. The project involves earthfilling, turfing with carpet grass, construction of underground water tanks, boundary walls, change rooms, toilet blocks, and installation of irrigation systems and electrical works. The site is in Jacobabad, Sindh, and requires extensive civil works including reinforced concrete, masonry, plastering, and finishing with high-quality materials. The scope also includes specialized works such as installation of sprinklers, pumps, and sports facility infrastructure like scoreboards and seating arrangements. The engineering challenges include proper earth compaction, water management, and ensuring durability of sports surfaces under local climatic conditions.
Bidders must be registered with the Pakistan Engineering Council in category C-4 or above, possess valid Sindh Revenue Board and NTN certificates, and be on the Active Tax Payer List. Financial capacity requires an average annual turnover not less than the estimated cost over the last five years. Technical capacity demands experience in similar works with at least one project costing 80% or two projects each costing 50% of the estimated cost. Joint ventures are not allowed. Bidders must submit audited financial reports and an affidavit confirming no blacklisting. Compliance with PEC, FBR, and Sindh Revenue Board regulations for the fiscal year 2025-26 is mandatory.
The submission deadline is on 5th March 2026 at 1:00 PM, with bid opening at 2:00 PM the same day in Karachi. Bids must be submitted online through the EPADS portal. The physical address for submission of original bid security is the Executive Engineer (Civil), Sports & Youth Affairs Department, 5th Floor, State Life Building No.3, Dr. Ziauddin Ahmed Road, Karachi. Tender fee is Rs. 5000 and bid security is 5% of the estimated cost. No negotiations will be entertained.
