Tender Description
This tender invites bids for the construction of a double story public digital library for male and female students and a gymnasium for females in Loralai City, Balochistan. The Public Works Department, Balochistan, is overseeing these projects aimed at enhancing educational and recreational infrastructure in the region. The works will be executed based on composite schedule rates 2023 on percentage rates, with a combined estimated cost exceeding PKR 135 million. The projects require skilled contractors familiar with multi-story construction, digital infrastructure integration, and gymnasium facilities, ensuring compliance with local building codes and safety standards. The site in Loralai presents typical regional engineering challenges including material logistics and climate considerations.
Bidders must be registered with the Pakistan Engineering Council and listed on the Active Taxpayer List. They should not be blacklisted by any government or semi-government agency and must have completed at least two similar assignments. Submission of a Green Challan of Rs 2000 as Call Deposit Receipt (CDR) and a 3% bid security in the form of a bank guarantee or deposit at call is mandatory. Firms must also provide audit balance sheets for the last four years and a certificate from FBR confirming no pending government dues. The procurement follows the Balochistan Public Procurement Rules 2014 under a single stage two envelope bidding procedure.
Interested bidders should note the importance of PEC registration and FBR/ATL compliance for the fiscal year 2025-26. Ensuring all documentation is complete and up to date will avoid disqualification. The tender documents are available electronically via the BPPRA website.
The deadline for electronic bid submission is 06 February 2026 at 10:00 AM, with tender opening scheduled the same day at 11:00 AM on the EPPS system. Bids must be submitted through the supplier dashboard only. The physical office for correspondence is the B&R office in Loralai.
Pro-Tip: Carefully review the newspaper advertisement for specific stamp duty and bid security requirements, as these are often overlooked and can lead to bid rejection.
