Tender Description
This tender invites experienced contractors to undertake the construction of a comprehensive drainage scheme in Mohammad Khan Soomro Taluka and District Thatta, Sindh. The Public Health Engineering Division Thatta requires skilled execution of open surface drains, collecting tanks, screening chambers, pump houses, pumping machinery, rising mains, staff quarters, compound walls, solar systems, paving blocks, and oxidation ponds. The project demands adherence to PEC category C-5 with specialization codes CE-09, CE-10, and EE-11 for electrical works. The scope covers excavation, concrete works, masonry, steel reinforcement, electrical and solar installations, and plumbing fittings, all to be completed within 12 months. The site is located in Thatta, requiring contractors to manage local soil and climatic conditions effectively.
The works involve detailed civil engineering tasks including excavation, concrete pouring, masonry, steel fabrication, and installation of pumping machinery and solar systems. Contractors must ensure quality materials and workmanship as per PWD and PHE specifications. The project includes installation of electric and diesel pumping sets, HDPE rising mains, and construction of staff quarters and compound walls. The engineering challenges include managing water flow, ensuring structural integrity of drainage and water supply components, and integrating solar power systems for sustainable operation.
Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category with valid renewal up to June 2026. Firms should have a minimum financial turnover of 80% of the estimated cost over the last five years and demonstrate experience in similar water and sewerage projects executed in the last five years. Registration with FBR and Sindh Revenue Board with active tax status is mandatory. Technical bids must be attested and accompanied by earnest money of 5% of the estimated cost. The bid validity period is 360 days.
The submission deadline is set for 23rd April 2026 at 12:30 PM, with bid opening at 1:00 PM on the same day at the office of the Executive Engineer Public Health Engineering Division Thatta, near Session Court & SP Office Makli, District Thatta. Bids must be submitted electronically through the EPADS portal only. Physical bids will not be accepted. Tender fee and bid security in the form of call deposit or pay order must be delivered to the procuring agency before the deadline.
