Tender Description
This tender invites bids for multiple construction and water supply schemes across Shangla District, Khyber Pakhtunkhwa, under the Local Government and Rural Development Department. The projects include construction and PCC pavement of rural roads, streets, boundary and retaining walls, as well as development of Drinking Water Supply Schemes (DWSS) and open/bore wells in various Union Councils such as Pir Khana, Shahpur, Kormang, Shang, Dandai, Alpuri, and others. The scope covers extensive civil works involving PCC pavements, boundary walls, and water infrastructure including water tanks and bore wells, aimed at improving rural connectivity and water accessibility in remote areas of Shangla.
The works require contractors to manage site-specific challenges such as terrain variability and rural access constraints. Materials like cement, aggregates, and steel for PCC works must meet quality standards. Water supply schemes demand technical expertise in bore well drilling and water tank construction. The projects are spread across multiple UCs, necessitating efficient resource allocation and coordination. The estimated total cost exceeds PKR 70 million, reflecting the scale and complexity of these rural development initiatives.
Bidders must be registered with PEC and enlisted with the C&W Department as per the Government of Khyber Pakhtunkhwa's centralized enlistment policy for the current financial year 2025-26. Compliance with PEC categories relevant to civil works and water supply is mandatory. Contractors should ensure their FBR Active Taxpayer List (ATL) status is valid and up to date. The tender follows the Single Stage Single Envelope procedure, requiring submission of both technical and financial bids together. Earnest Money in the form of Call Deposit Receipt (CDR) is required at 2% of the estimated cost for each package.
The submission deadline is set for 31st October 2023 at 23:59:59, with bid opening scheduled shortly thereafter. Bids must be submitted through the EPADS online portal. The physical office for any correspondence is the Office of the Assistant Director Senior, Local Government and Rural Development Department, District Shangla.
Pro-Tip: Carefully review the EPADS portal for any addenda or clarifications and ensure the Earnest Money is submitted exactly as specified. Missing or incorrect CDRs are a common cause of bid rejection in these tenders.
