Tender Description
This tender invites bids for the construction of pucca spillways and wire walls in the Mirpur and Muzaffarabad areas of Azad Jammu and Kashmir under the Mangla Watershed Management Project by Pakistan Water and Power Development Authority (WAPDA). The project involves civil works including engineering structures at multiple sites such as Jhongi Jalal, Chak Naban, Gid Riam, Karunta, Jabbar, Malik Pur, and Katkair. These structures are critical for watershed management and flood control, requiring durable materials and skilled workmanship to ensure long-term stability and safety in the challenging terrain of AJK.
The works demand adherence to engineering standards suitable for the region's topography and hydrological conditions. Contractors must be prepared to manage logistics and site challenges in these hilly areas, ensuring timely completion within 45 to 80 days depending on the lot. The project emphasizes quality construction of spillways and wire walls to mitigate erosion and water flow issues effectively.
Bidders must hold a valid PEC license for FY 2025-26 in Category C-6 or above with specialization code CE-04. Registration with FBR and inclusion in the Active Taxpayers List (ATL) are mandatory. Financial stability demonstrated through cash flow or bank statements is required. Compliance with WAPDA and PPRA procurement rules is essential, including submission of bid security via Call Deposit Receipt (CDR) and performance guarantees post-award.
The submission deadline is set for 11:00 hours on 16th February 2026, with electronic bids to be submitted through the E-PADS portal only. Bid opening will occur at 11:30 hours the same day at the Project Office Mangla Watershed Management Project, WAPDA, Islamabad. The office is located in Room No. F-214, WAPDA Administrative Staff College Building, Sector H-8/1, Pitras Bukhari Road.
