Tender Description
This tender invites bids for the construction of Jawan Markaz facilities across multiple locations including Bannu, Charsadda, Upper Chitral, Kohat, and Shangla in Khyber Pakhtunkhwa. The Sports and Youth Affairs Department requires experienced contractors to undertake RCC framed building works with a minimum of G+1 structure, ensuring quality and timely completion at scattered sites. The projects involve use of modern construction materials compliant with MRS-2025 and NSI standards, addressing engineering challenges posed by diverse terrain and site conditions in these districts.
Bidders must hold valid Pakistan Engineering Council registration in category C4 or above, be on the Active Taxpayer List, and registered with Khyber Pakhtunkhwa Revenue Authority. The tender demands submission of 2% bid security and a non-refundable tender fee of 0.03% of the estimated cost via Demand Draft or Call Deposit Receipt. Technical bids will be evaluated strictly as per KPPRA rules, with financial bids opened only for technically qualified firms. Joint ventures are not allowed, and bidders must demonstrate ownership or lease of key construction equipment.
Ensure your PEC registration is current and matches the required category. Verify your ATL status and KPRA registration to avoid disqualification. The tender requires a no-litigation certificate and fresh affidavit on stamp paper confirming no blacklisting in the last five years. Bids remain valid for 90 days, and in case of tie bids, selection will be by open draw. Compliance with all KPPRA notifications and amendments is mandatory.
Submit your bids electronically via the E-Pak Acquisition and Disposal System (E-PADS) portal before the closing date. The deadline for submission is **18th February 2026** by 12:00 PM, with technical bid opening at 2:00 PM on the same day. The physical address for bid security submission and correspondence is the Directorate of Works & Implementation, Sports & Youth Affairs Department, Peshawar Sports Complex near Saddar Peshawar Cantt.
Pro-Tip: Carefully review the newspaper advertisement for specific stamp duty requirements and ensure your bid security and tender fee are prepared accordingly. Missing these details often leads to bid rejection, so double-check all financial documents before submission.
