Tender Description
This tender invites government contractors registered with PEC and enlisted with the C&W Department to undertake the construction of multiple Mini Hydro Power Stations (MHPS) ranging from 3 KV to 15 KV and solar plants in District Kohistan Upper, Khyber Pakhtunkhwa. The projects include sites such as Walyat Khan Sher Khan Abad, Haidar So Anar Sagimoos, Bilal So Saboor-Saboor Abad, and others, with estimated costs varying from PKR 850,000 to PKR 2,500,000 per site. Additionally, repair and maintenance of transformers and installation of bore wells with solarization are included. These works require expertise in civil construction, electrical installations, and solar technology, addressing the region's energy needs through sustainable and renewable sources.
The scope involves detailed engineering and construction challenges due to the mountainous terrain of Kohistan Upper. Contractors must ensure quality materials compliant with MRS-2025 standards and manage logistics in remote locations. The integration of solar plants alongside hydro power stations demands coordination between electrical and civil works teams to optimize energy output and system reliability.
Bidders must hold valid PEC registration with relevant codes and be active taxpayers with FBR/ATL status for the financial year 2025-26. The tender requires adherence to bid security rules, including Call Deposit Receipt (CDR) submission based on the percentage below or above the engineer's estimate. Detailed rate analysis is mandatory for bids exceeding 20% below the estimate. Compliance with KPPRA regulations and submission of all documents in both scanned and hard copy forms is essential to avoid disqualification.
The submission deadline is set for 31 March 2026 at 11:00 AM, with financial bids opening at 12:30 PM the same day. Bids must be delivered via courier to the Office of Assistant Director Senior, Local Government and Rural Development Department, District Kohistan Upper, Council Road Komila. Online clarifications are accepted until 25 March 2026 at 5:00 PM through the EPADS portal.
Pro-Tip: Ensure your bid documents are free from any overwriting or manipulation and that scanned copies match the hard copies exactly. Missing or inconsistent documents often lead to disqualification. Also, carefully review the additional security requirements for bids significantly below the engineer's estimate to avoid forfeiture of bid security.
