The project involves comprehensive civil and structural works including excavation, termite proofing, PCC and RCC works, brick masonry, plastering, flooring with porcelain tiles and marble, sanitary installations, electrical wiring, fire fighting systems, and finishing works. The site is situated in Faisalabad, Punjab, requiring contractors to manage typical engineering challenges such as soil excavation, structural reinforcement, and quality finishing in line with NADRA's specifications.
Contractors must be registered with the Pakistan Engineering Council (PEC) in category C3 or above and be active taxpayers on the FBR's Active Taxpayers List for the fiscal year 2025-26. The tender requires submission through the EPADS e-procurement portal, with bids evaluated on a least cost basis after technical qualification. The contract duration is 190 working days from the date of signing, emphasizing timely completion and adherence to quality standards. The contractor must provide a bid security of PKR 800,000 and performance security of 10% of the contract price.
PEC registration, NTN, and sales tax certificates are mandatory. The contractor must submit an affidavit on judicial paper confirming no blacklisting by any government entity. The tender follows the Public Procurement Rules 2004 and requires compliance with all legal and technical requirements. The contractor is responsible for all taxes and duties applicable during contract execution.
