Tender Description
The Sindh Mass Transit Authority under the Transport and Mass Transit Department, Government of Sindh, invites qualified contractors to bid for the construction of a multi-storey Parking Plaza in Hyderabad. This project involves extensive civil works including earth excavation, reinforced concrete structures, block masonry, surface rendering, floor finishes, carpentry, joinery, false ceilings, metal works, electrical installations, solar power systems, EV charging stations, fire fighting, ventilation, and security equipment installation. The site is located in Hyderabad, Sindh, and requires contractors with proven experience in large-scale urban infrastructure projects.
The scope covers excavation and compaction of earthworks, RCC works with high-grade reinforcement, masonry with cement mortar, and finishing works including marble flooring and painting. Electrical works include wiring, lighting, circuit breakers, and installation of HVAC and fire alarm systems. The project also integrates modern solar power solutions and EV charging infrastructure, reflecting a commitment to sustainable energy. Security features include turnstiles, CCTV, and traffic management systems. The engineering challenges include managing complex structural elements, coordinating multi-disciplinary installations, and ensuring compliance with safety and quality standards in a busy urban environment.
Bidders must be registered with the Pakistan Engineering Council in category C-2 or above with relevant specialization codes and demonstrate financial capability with an average annual turnover exceeding PKR 590 million. Compliance with FBR tax registration and PEC regulations for the fiscal year 2025-26 is mandatory. The tender follows the Single Stage Two Envelopes procedure under SPPRA Rules 2010, requiring submission of technical and financial bids separately. The contractor must provide a performance security of 5% of the contract price and adhere to the stipulated timelines and quality standards.
The submission deadline is set for 28th February 2026 at 23:59:59. Bids must be submitted online via the SPPRA EPAD system along with one hard copy of the technical and financial bids in sealed envelopes delivered to the Director Infrastructure & Planning, Sindh Mass Transit Authority, D-43/1, Shahra-e-Ghalib, Block 2, Clifton, Karachi. The technical bids will be opened publicly, and financial bids will be opened only for technically qualified bidders. All bids must be prepared in English and comply with the detailed instructions provided in the bidding documents.
Pro-Tip: Ensure your bid includes all required affidavits, audited financial statements for the last five years, and PEC registration certificates. Pay special attention to the detailed evaluation criteria including personnel qualifications and equipment capabilities. Missing or incomplete documentation is a common cause for disqualification. Also, verify the latest addenda and clarifications issued via the EPAD system to avoid submission errors.
