Tender Description
This tender invites qualified contractors in Karachi under the School Education & Literacy Department, Government of Sindh, for the construction and re-construction of 3-classroom primary schools in flood-affected areas of Sindh, specifically Package 49 in District Kambar-Shahdadkot. The project includes civil works such as building classrooms, lavatory blocks, compound walls with main gates, external development, water supply, sanitary works, and electrification. The scope covers two units: GBPS Allah Rakhio Choliani and GBPS Dengal Machhi, with an estimated cost of PKR 33.549 million and a completion period of 4 months. The works require adherence to Pakistan Engineering Council (PEC) Category C-5 or above with specialization codes EE04, CE09, and CE10, and a valid electrical license from the Government of Sindh. Bidders must be active on the Federal Board of Revenue (FBR) or Sindh Revenue Board (SRB) Active Taxpayer List (ATL).
The project demands experienced contractors with proven track records of similar works executed in the last five years, supported by satisfactory completion certificates, work orders, and contract agreements. Financial soundness is critical, requiring an average annual turnover not less than the project cost, backed by bank statements, tax returns, and audit reports from ICAP-registered Chartered Accountants. Technical staff and equipment availability must be demonstrated with proper documentation. The construction involves reinforced cement concrete, brickwork, plumbing, sanitary fittings, and electrical installations, all conforming to the latest CSR-2024 standards.
Compliance with PEC Category C-5 or higher ensures contractors possess the technical and managerial capacity to execute the works efficiently. The FBR/SRB ATL status is mandatory to ensure tax compliance for the fiscal year 2025-26. Contractors should prepare for bid security of PKR 1.675 million and tender fee of PKR 5,000. The bid validity period is 90 days, and the procurement follows the Single Stage-Two Envelope procedure via the EPAD online portal.
Bids must be submitted online by 16th March 2026 at 10:30 AM, with technical bids opened the same day at 11:30 AM at the Project Director's office located on the 2nd Floor, Old KDA Building, Sindh Secretariat No. 3, Karachi. Original tender fee, bid security, and e-stamping affidavits must be submitted in sealed envelopes before bid opening.
