Tender Description
This tender invites qualified contractors in Larkano, Sindh, through the School Education and Literacy Department, Government of Sindh, for the construction and re-construction of 3-classroom primary schools affected by the 2022 rain and flood disaster. The project covers two units under Package No. 50, including GBPS Imam Bux Mallah and GGPS Izzat Ji Wandh, with an estimated cost of PKR 33.337 million. The scope includes civil works such as masonry, reinforced concrete, plastering, flooring, compound walls, and external development, along with plumbing, sanitary fittings, water supply, and electrification works. The site conditions require careful excavation, concrete work, and installation of electrical and sanitary systems in compliance with the attached technical specifications and drawings.
Contractors must be registered with the Pakistan Engineering Council (PEC) in Category C-5 or above with specialization codes EE04, CE09, and CE10, and hold a valid electrical license from the Government of Sindh. Compliance with Federal Board of Revenue (FBR) or Sindh Revenue Board (SRB) Active Taxpayer List (ATL) status is mandatory. Bidders should demonstrate relevant experience with at least one similar project of 80% estimated cost or two projects of 50% each within the last five years, supported by satisfactory completion certificates. Financial soundness is required with an average annual turnover not less than the project cost, supported by audited financial statements from ICAP-registered firms. Technical staff qualifications and equipment availability must be documented.
The tender follows a single-stage, two-envelope procedure with bids submitted online via the EPAD system. The bid validity period is 90 days. Tender documents are available for download from the SPPRA website. The bid security is fixed at PKR 1.665 million, payable via Call Deposit Receipt or equivalent. Technical bids will be opened on 16 March 2026 at 11:30 AM at the Project Director's office in Karachi. Financial bids of technically qualified bidders will be opened subsequently. The contract includes a 4-month completion period and requires a 10% performance security. Stamp duty of 0.35% of the contract price is payable by the successful bidder.
Submission deadline is **16 March 2026 at 10:30 AM** with bid opening at **11:30 AM** on the same day. Bidders must submit original tender fee, bid security, and e-stamping affidavits in sealed envelopes to the Project Director's office at 2nd Floor, Old KDA Building, Sindh Secretariat No. 3, Karachi.
