Tender Description
This tender invites bids for the construction, rehabilitation, and improvement of playgrounds across various merged districts in Khyber Pakhtunkhwa including Mohmand, Bajaur, Waziristan, Kurram, Orakzai, D.I Khan, Tank, Khyber, Peshawar, and Kohat. The Directorate of Works and Implementation under the Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa, is overseeing this project aimed at enhancing recreational infrastructure in these regions.
The scope covers multiple packages with estimated costs ranging from PKR 110.512 million to PKR 304.002 million. The work involves civil construction activities such as earthworks, surface preparation, installation of playground equipment, and landscaping. Given the diverse terrain and security considerations in merged districts, contractors must be prepared for logistical and engineering challenges. The use of quality construction materials compliant with MRS-2025 and NSI standards is mandatory to ensure durability and safety.
Bidders must hold active registration with the Pakistan Engineering Council (PEC) in categories C3 and C4 as specified per package, and must be on the Khyber Pakhtunkhwa Revenue Authority (KPRA) Active Taxpayer List (ATL) for the fiscal year 2025-26. The tender requires submission of a 2% bid security of the estimated cost along with a Call Deposit Receipt (CDR) and other supporting documents. Experience in similar projects with at least two completed works of 50% value of the engineer's estimate is essential. Joint ventures are not allowed.
The submission deadline is set for the 7th to 9th of April 2026 depending on the package, with technical bids opening shortly after at the Directorate of Works & Implementation office located at Peshawar Sports Complex near Saddar Peshawar Cantt. Bidders must submit their bids electronically via the EPADS portal and ensure the hard copy of the CDR reaches the office before the deadline.
Pro-Tip: Carefully review the bid security and stamp duty requirements as per KPPRA S.R.O notifications to avoid disqualification. Also, ensure all technical and financial bids strictly follow the two-envelope procedure to comply with KPPRA rules and avoid common pitfalls during evaluation.
