Tender Description
This tender invites qualified contractors in Sukkur to undertake the construction of a sports facility at Sukkur IBA University under the supervision of Sukkur IBA University. The project involves comprehensive civil works including excavation, concrete, brick masonry, plastering, and finishing, along with plumbing and electrical installations. The scope also includes supply and installation of synthetic turf, chain link fencing, synthetic nylon netting, and major structural poles for sports lighting and net support. The site is located at Nisar Ahmed Siddiqui Road, Sukkur, and the work is expected to be completed within six months.
The construction requires adherence to Pakistan Engineering Council (PEC) category C-6 or above with relevant codes CE-10(i) and EE-11(vi). Contractors must have valid licenses from the Electric Inspector for Electrical Works in Sindh (Sukkur Region), active registration with Income Tax and Sales Tax authorities, and an average annual turnover matching or exceeding the estimated cost. The project demands high-quality materials such as sulphate resisting cement, Amreli steel reinforcement, and approved aggregates. The electrical scope includes installation of high-power LED floodlights and distribution boards, with all wiring done through PVC conduits recessed in walls or columns.
Bidders must comply with PEC category requirements, maintain active taxpayer status, and submit an affidavit declaring no litigation or blacklisting. Bid security of PKR 425,000 in the form of bank draft/pay order is mandatory. The contract includes a 6-month defect liability period and a liquidated damages clause of 0.1% per day up to 10% of the contract amount for delays. The project requires submission of a detailed work program and technical proposal with a minimum passing score of 70% in the technical evaluation.
The submission deadline is on or before the closing date with bid opening conducted online via EPADS. Bids must be submitted electronically through the EPADS portal, with original bid security instruments delivered physically before bid opening.
