Tender Description
This tender invites qualified consultants to conduct a feasibility study for the regularization and upgradation of illegal housing schemes and settlements in Islamabad. Issued by the Capital Development Authority (CDA), this opportunity focuses on urban planning consultancy within the Islamabad Capital Territory, emphasizing town planning and regulatory frameworks.
The project covers approximately 200,000 Kanals across various zones of Islamabad, requiring detailed baseline surveys, GIS mapping, community profiling, and infrastructural assessments. Consultants will prepare layout plans, regulatory frameworks, and cost estimates to integrate these settlements into the city's planned urban fabric, aligning with CDA bylaws and Sustainable Development Goal 11. The study aims to improve living conditions, promote inclusivity, and enhance the capital's image nationally and internationally.
Bidders must be registered with the Federal Board of Revenue (FBR) and Pakistan Engineering Council (PEC) under relevant categories, including town planning and environmental/social consulting. Consortiums are allowed but must submit agreements and affidavits, with key professional staff requirements clearly defined. The tender complies with PPRA Rules 2004 and requires earnest money of PKR 5 million in the form of pay order or CDR.
The submission deadline is set for 02-02-2026 at 11:00 AM, with the technical bids opening at 11:30 AM on the same day at the CDA Secretariat, Sector G 7/4, Islamabad. Hard copies of RFP documents can be purchased from the CDA office, and online submissions are accepted via the E-PADS portal.
Pro-Tip: Ensure your bid security documentation is complete and uploaded on E-PADS, and double-check the consortium agreement clauses to avoid disqualification. Also, verify the stamp duty requirements as per the newspaper advertisement to prevent common pitfalls.
