Tender Description
This tender invites contractors registered with the Pakistan Engineering Council (PEC) for the construction of a Control House Building along with all allied civil works at the 132KV Grid Station located in Allama Iqbal Industrial City AIIC-II, Faisalabad. The Faisalabad Electric Supply Company (FESCO) requires experienced contractors with PEC Category C5 specialization and a proven track record in similar projects. The scope includes high-quality civil construction using durable materials suitable for industrial electrical infrastructure, ensuring structural integrity and compliance with safety standards in an industrial zone.
The project demands contractors to have completed at least two similar contracts within the last ten years, with a combined value exceeding 40% of the estimated cost. Contractors must be active taxpayers listed on the ATL and provide audited financial statements demonstrating an average annual turnover of at least half the project value over the last three years. Bid security of 5% of the BOQ amount is mandatory, with original Call Deposit Receipt (CDR) submission required one day before bid opening.
Bidders should ensure their PEC registration is renewed for the 2025-26 fiscal year and maintain valid sales tax registration with the Punjab Revenue Authority. Compliance with FBR and ATL requirements is essential, and contractors are advised to verify their PEC category and specialization codes carefully to avoid disqualification. The bid validity period is 150 days, and all tender documents must be signed and stamped on every page.
The submission deadline is **25 March 2026**, with bid opening scheduled at **1:30 PM** at the office of the Project Director GSC FESCO Faisalabad. Bidders must upload their bids on the E-PADS portal and submit the original bid security in a sealed envelope to the Project Director's office one day prior to the deadline. Late or incomplete submissions will be rejected.
Pro-Tip: Make sure to submit the original bid security (CDR) physically before the deadline, as failure to do so will result in your online bid not being opened. Also, carefully check the tender documents for the exact number of pages and ensure all are signed and stamped to avoid technical disqualification.
