Tender Document
Tender Description
This tender invites bids for the disposal of unserviceable and scrap items located at LESCO's Regional Stores in Lahore, including Shalamar and Walon Sohail. The items include single phase and three-phase meters, static scrap with plastic covers, and iron scrap, all offered on an 'As is Where is' basis. Bidders are encouraged to inspect the scrap during office hours to assess the condition and quantity before submitting their bids.
The disposal process involves lifting the scrap material within 21 working days of the Work Order issuance. The contractor is responsible for all transportation, labor, and safety compliance, including providing PPE to workers. Sub-contracting is strictly prohibited. The tender follows a single stage, one envelope bidding procedure under PPRA Rules 2004, with bid security required for each lot. The successful bidder must deposit the full payment within 21 working days of the Letter of Acceptance.
Bidders must be registered with FBR, hold an active taxpayer status, and submit affidavits confirming no blacklisting and compliance with public health, safety, and environmental regulations. The tender emphasizes adherence to LESCO's policies on confidentiality, dispute resolution, and penalties for delayed lifting of scrap. The bid security must be in the form of a Call Deposit Receipt or Bank Guarantee from specified scheduled banks.
Submission deadline is on 31st March 2026, with bid opening shortly after. Bids must be submitted electronically via E-PADS (version 2.0) at www.eprocure.gov.pk. The physical submission of original bid security is mandatory at LESCO HQ before bid opening. The office address for submission and inquiries is Room #312, 3rd Floor, LESCO HQ, 22-A Queens Road, Lahore.
Pro-Tip: Ensure your bid security is submitted on non-judicial stamp paper of Rs. 500/- as required, and double-check the bid validity period of 120 days. Missing these details can lead to disqualification. Also, visit the stores personally to verify scrap conditions and avoid surprises during lifting.
