Tender Description
This tender invites bids for the disposal of unserviceable and scrap items located at LESCO's Regional Stores in Shalamar, Pattoki, and the warehouse at Chichokimallian, Lahore. The scope includes removal and lifting of scrap materials such as single phase and 3-phase meters, AAAC conductor greely, and wooden scrap. The disposal is strictly on an 'As is Where is' basis, requiring bidders to inspect the items during office hours before submitting their bids. The materials are to be lifted within 21 working days of the work order issuance, with penalties applicable for delays.
The work involves careful handling and transportation of scrap materials from multiple store locations in Lahore. Bidders must arrange their own vehicles and labor, ensuring compliance with safety SOPs and providing PPE to workers. The contractor is responsible for all applicable taxes and must submit full payment within 21 working days of the Letter of Acceptance. Subcontracting is not allowed, and confidentiality of LESCO's information must be maintained throughout the contract period.
Bidders must be registered with FBR, hold an active taxpayer status, and submit affidavits confirming no blacklisting and compliance with public health, safety, and environmental regulations. Bid security must be submitted in the form of a Call Deposit Receipt or Bank Guarantee from approved banks, valid for 30 days beyond bid validity. The bidding follows a single stage, one envelope procedure under PPRA rules, with bid validity of 120 days.
The submission deadline is on the 1st of April, 2026, with bid opening scheduled shortly after. Bids must be submitted electronically via E-PADS (version 2.0) and accompanied by original bid security submitted physically to the Chief Engineer (MM) at LESCO Headquarters, 22-A Queens Road, Lahore.
Pro-Tip: Ensure to visit the stores during working hours to verify the condition and quantity of scrap materials firsthand. Also, carefully prepare the bid security on non-judicial stamp paper of Rs. 500 as required, since any deviation may lead to disqualification.
