Tender Description
This tender invites bids for the disposal of unserviceable and scrap items located at LESCO's Regional Store Shalamar and Warehouse Chichokimallian in Lahore. The department requires firms to submit E-Bids through the E-PADS (Version 2.0) platform for lots consisting of ACSR Lynex scrap, dismantled ACSR Lynex conductor, and burnt ACSR rail conductor. The materials are offered on an 'As is Where is' basis, and bidders are encouraged to inspect the scrap during office hours to assess the condition and quantity before submitting their bids.
The disposal involves lifting and transporting scrap materials from LESCO stores within 21 working days of the Work Order issuance. The contractor must comply with safety protocols, provide personal protective equipment to labor, and bear all lifting and transportation costs. Sub-contracting is strictly prohibited. The tender follows a single stage one envelope bidding procedure under PPRA Rules 2004, with fixed bid security amounts for each lot. The successful bidder must deposit the full payment within 21 working days of the Letter of Acceptance issuance.
Bidders must be registered with FBR, hold an active taxpayer status, and submit affidavits confirming no blacklisting and compliance with public health, safety, and environmental regulations. Bid security must be furnished in acceptable forms such as Call Deposit Receipt or Bank Guarantee from scheduled banks. The tender emphasizes adherence to LESCO's blacklisting and debarment policies and requires confidentiality throughout the bidding and contract execution process.
The submission deadline is **April 2, 2026**, with bid opening scheduled shortly after at LESCO HQ, 22-A Queens Road, Lahore. Bidders must submit original bid security to the office of Chief Engineer (Material Management) before bid opening. The physical address for submission and inquiries is Room #312, 3rd Floor, LESCO Headquarters.
Pro-Tip: Make sure to submit the original bid security in the prescribed form and on non-judicial stamp paper of Rs. 500 as required. Missing this step often leads to disqualification. Also, inspect the scrap thoroughly to avoid surprises during lifting and ensure compliance with all safety SOPs to prevent penalties or liabilities.
