Tender Description
This tender invites qualified contractors in Karachi under the Sindh Mass Transit Authority (SMTA), Transport and Mass Transit Department, Government of Sindh, for electrical and mechanical works across all stations of the BRT Orange Line Corridor. The scope covers installation, testing, and commissioning of electrical fixtures, power outlets, escalators, elevators, and tempered glass partitions, ensuring full operational readiness of the transit stations.
The project demands expertise in handling complex electrical and mechanical systems within urban transit infrastructure. Contractors must be prepared to manage site logistics in Clifton and adjoining areas, coordinate with multiple stakeholders, and comply with engineering standards for safety and quality. The works include power plug/socket installations, bracket fan fittings, epoxy painting of steel fences, and maintenance of escalators and elevators, requiring a blend of civil and electrical engineering skills.
Applicants must hold valid Pakistan Engineering Council (PEC) registration in category C-4 or above with specialization codes CE-10 and CE-01. Compliance with tax registration and submission of audited financial statements for the last five years is mandatory. The tender emphasizes adherence to PEC regulations, FBR/ATL status, and requires submission of an Integrity Pact. Contractors should ensure all documentation is complete and truthful to avoid disqualification.
The submission deadline is set for the end of February 2026, with bids to be delivered in sealed envelopes to the Director Infrastructure & Planning at SMTA's Clifton office. Technical bids will be opened first, followed by financial bids of qualified applicants. The process follows the Single Stage Two Envelopes procedure under SPPRA Rules 2010, with bid security and performance guarantees as specified.
Pro-Tip: Carefully review the bid security requirements and ensure the Integrity Pact is duly signed and included. Missing or incomplete documentation, especially related to PEC registration and financial audits, is a common cause for rejection. Also, verify the exact stamp duty obligations as per the latest government notifications to avoid procedural delays.
