Tender Description
This tender invites qualified consulting firms to provide detailed engineering design and construction supervision services for the widening and reconditioning of a 33 km stretch of the Sindh Provincial Highway from Indus Highway to the Great Fort Rani Kot in Jamshoro District. Issued by the Works and Services Department, Government of Sindh, this assignment covers comprehensive consultancy including hydrology studies, environmental impact assessment (EIA), soil testing, preparation of tender documents, and construction supervision. The project also includes the design and construction supervision of pre-stressed bridges along the route.
The scope involves detailed topographic and geotechnical surveys, pavement design review using AASHTO standards, structural design of bridges and culverts adhering to AASHTO LRFD and West Pakistan Code of Practice, and preparation of detailed drawings and tender documents. The consultant will also conduct environmental baseline studies, prepare mitigation and management plans, and assist in bid evaluation. Construction supervision services will ensure quality assurance, contract management, progress monitoring, and finalization of accounts over a 24-month construction period.
Consultants must be PEC registered with relevant project profile codes and valid FBR and Sindh Revenue Board registrations. Firms should demonstrate experience in similar highway projects with a minimum technical score of 75 points required. The contract will be awarded under QCBS rules with 80% weight on technical and 20% on financial proposals. A bid security of 2% and performance security of 5% of contract value are mandatory.
Submission deadline is 30th March 2026 at 10:30 AM with bid opening at 11:00 AM at the office of the Executive Engineer, Provincial Highways Division, Jamshoro near NADRA Office Kotri. Proposals must be submitted in sealed envelopes with separate technical and financial bids. The consultant must comply with PEC categories, FBR/ATL status, and 2025-26 renewal requirements. The contract duration includes 3 months design, 24 months construction supervision, and 3 months project closing.
