Tender Description
The Ministry of Planning, Development & Special Initiatives Islamabad is procuring comprehensive Engineering, Procurement, and Construction (EPC) services for the establishment of the China-Pakistan Joint Research Centre (CPJRC) on Earth Sciences at Quaid-i-Azam University, Islamabad. This project involves the turnkey delivery of research and development laboratory buildings, an Innovation & Facilitation Block, external development, and all associated utilities on the university campus.
The technical scope includes architectural and structural engineering, mechanical, electrical, and plumbing (MEP) systems, specialized laboratory systems such as HVAC, gases, and fume hoods, ICT infrastructure, Building Management System (BMS), and external works. The contractor will be responsible for the entire project lifecycle from design to handover, including integration of equipment provided by Chinese partners (CAS/CIDCA).
Eligibility criteria require bidders to be State-Owned Entities or joint ventures legally registered in Pakistan, holding valid Pakistan Engineering Council (PEC) registration in Category C-A for Construction and Operation of Engineering Works. Bidders must be on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR) and not blacklisted by any government or international authority. The bid security amount is PKR 15 million, payable via Call Deposit Receipt (CDR) or Bank Guarantee from a scheduled bank in Pakistan.
The submission deadline is 17th February 2026 at 11:30 AM, with bids to be delivered to the Project Director, China-Pakistan Joint Research Centre on Earth Sciences, Quaid-i-Azam University, Islamabad. The bid opening will take place the same day at 12:00 PM at the CPJRC office.
