Tender Description
This tender invites qualified firms or consortia to provide consultancy services for the feasibility study and transaction advisory for upgrading the Dhabeji Pumping Complex in Karachi. Issued by the Karachi Water and Sewerage Corporation, this assignment focuses on developing an energy efficient pumping station with allied mechanical and electrical equipment, intake chamber, rising main, and forebay under a Public Private Partnership (PPP) mode. The project is critical for Karachi's water supply, addressing aging infrastructure and high energy costs through technical, financial, and legal feasibility studies.
The scope includes detailed technical due diligence, hydraulic modeling, renewable energy feasibility, environmental and social impact assessments, land acquisition planning, legal and regulatory reviews, financial viability analysis, and transaction structuring. The consultant will also assist in marketing, bid document preparation, bid evaluation, transaction negotiation, and financial close. The work requires expertise in water infrastructure, energy efficiency, PPP frameworks, and financial modeling, with deliverables structured in three phases over 14 months.
Bidders must comply with PEC registration, be on the FBR Active Taxpayer List, and meet financial turnover and experience criteria.
