Tender Description
This tender invites bids for the establishment and operation of a flower shop concession at Allama Iqbal International Airport, Lahore, under the Pakistan Airports Authority. The opportunity is open to registered companies, firms, joint ventures, or sole proprietors with relevant experience and a strong financial background. The concession period is five years or until the completion of the airport expansion project, whichever is earlier, with a 10% annual price enhancement on a cumulative basis.
The concession site is located in the concourse hall of the airport, a high-traffic area requiring efficient management and quality service delivery. Bidders must prepare separate sealed technical and financial bids, ensuring compliance with the tender requirements. The technical evaluation carries 80% weightage, emphasizing the importance of a strong technical proposal. The tender process demands careful attention to documentation, including a valid CNIC, NTN certificate, and a non-refundable fee of Rs. 5,000 for the tender form.
Bidders should ensure they meet the Pakistan Engineering Council (PEC) category requirements and maintain a good standing with the Federal Board of Revenue (FBR) and Active Taxpayers List (ATL) for the fiscal year 2025-26. Advance Income Tax will be deducted as per section 236-A of the Income Tax Ordinance, 2001. It is crucial to clear any outstanding dues with PAA before the financial bid opening to avoid disqualification.
The submission deadline is on the 3rd of April, 2025, with technical bids opening at 11:30 a.m. The tender documents must be submitted in a sealed envelope to the office of the Airport Manager/COO at AIIAP Lahore. Late submissions will not be entertained, and the tender box will be sealed promptly at the deadline.
Pro-Tip: Make sure to verify the Earnest Money requirements and avoid submitting any fake or tempered documents, as this will lead to blacklisting and forfeiture of deposits. Also, carefully review the tender advertisement for any specific stamp duty or procedural requirements that are often overlooked.
