Tender Document
Tender Description
This tender invites qualified companies and firms to establish, operate, and maintain a food and refreshment shop at Quetta International Airport. The concession space measures approximately 63.99 square feet in the Concourse Hall, offering a prime location for food services within the airport premises. The contract period is five years with a 10% annual price enhancement on a cumulative basis, ensuring a sustainable business model for the concessionaire. The Pakistan Airports Authority (PAA) manages this opportunity, emphasizing the importance of a good reputation, relevant experience, and sound financial background for bidders.
The technical evaluation carries an 80% weightage, highlighting the need for a strong technical bid alongside the financial offer. Tender documents must be submitted in two sealed envelopes labeled 'Technical Offer' and 'Financial Offer' and placed together in a single envelope. These must be dropped in the designated tender box at the office of the Airport Manager/COO at Quetta International Airport by the closing date. Late submissions or ambiguous bids will be rejected. The tender process includes a mandatory non-refundable fee of Rs. 5,000 for the tender form, payable via Pay Order or Demand Draft in favor of Pakistan Airports Authority.
Bidders should ensure compliance with all regulatory requirements, including valid CNIC and NTN certificates. Advance Income Tax will be deducted under section 236-A of the Income Tax Ordinance, 2001. It is crucial to clear any outstanding dues with PAA before the financial bid opening to avoid disqualification. The tender also advises bidders to avoid submitting fake or tempered documents, as this will lead to blacklisting and forfeiture of deposits.
The submission deadline is on the 23rd of January, 2026, with technical bids opening at 11:30 AM shortly after submission. Interested parties can obtain tender documents during office hours from the Officer Incharge Commercial at Quetta International Airport. For further inquiries, contact the office at 081-2880213. The physical submission method is a sealed hard copy placed in the tender box at the airport office.
Pro-Tip: Make sure to carefully review the tender advertisement for specific Earnest Money and stamp duty requirements, as these are often overlooked and can lead to disqualification. Also, ensure all documents are authentic and complete to avoid blacklisting by PAA.
