Tender Description
This tender from the Planning and Development Department, Government of Sindh, invites experienced individual consultants to conduct five distinct research studies in Karachi. The studies focus on vocational training alignment with labor market demands, public sector project monitoring frameworks, industrialization challenges in rural Sindh, social protection resilience post-floods, and corporate governance for sustainable business growth. These assignments require consultants with a Master’s degree and at least five years of relevant experience.
The research will be conducted in Sindh, primarily Karachi, covering urban and rural dynamics. Consultants will analyze vocational training programs, assess curricula relevance, identify skill gaps, and evaluate employment outcomes. The studies also include stakeholder consultations with training providers, employers, government departments, and graduates. The scope demands a thorough understanding of social sciences, economics, and public policy, ensuring actionable recommendations for policy improvements.
Bidders should ensure compliance with PEC categories relevant to consultancy services and maintain an active FBR/ATL status for the fiscal year 2025-26. The department emphasizes adherence to SPPRA rules and expects submission of technical and financial proposals via the EPAD system. Hard copies must be submitted physically to the Director General, Research & Training Wing, Planning & Development Department.
