Tender Description
This tender invites qualified contractors in Karachi to undertake the improvement and rehabilitation of Peer Bazar Road, including the drainage system from Surjani Road to 4000 Road in District Central. The Karachi Metropolitan Corporation's Engineering Department requires comprehensive road works including dismantling existing asphalt and concrete, earth excavation, sub-base preparation, asphalt concrete laying, and drainage repairs. The project also includes electrical works such as installation of street lighting and road studs. The scope covers heavy civil construction with materials like reinforced cement concrete, granular sub-base, and asphalt layers, demanding skilled workmanship and adherence to engineering standards.
The project demands contractors registered with PEC in relevant categories, possessing valid tax registrations with FBR and SRB, and demonstrating financial capability with an average annual turnover aligned with the project scale. Contractors must submit detailed construction schedules, method statements, and equipment lists. Compliance with local laws, safety standards, and environmental considerations is mandatory. The contract duration is six months with a daily penalty for delays. Bid security of 5% of the estimated cost is required, and bids must be submitted electronically via the SPPRA EPADS portal.
Bidders should ensure PEC registration, active tax status, and provide audited financial statements for the last five years. The tender requires submission of a bid security in the form of a pay order and an integrity pact on stamp paper. Mobilization advance up to 10% of the contract price is available against a bank guarantee. The contract will be governed by Sindh Public Procurement Rules 2010 and relevant FIDIC conditions. The bid validity period is 90 days, and the bid opening will be conducted online on the specified date.
The submission deadline is on the 9th of February 2026 at 11:00 AM, with bid opening at 11:30 AM on the same day at the office of the Chairman Procurement Committee, Engineering Department, KMC, Muslimabad, Karachi. Bidders must submit bids online only; manual submissions are not accepted. Pro-Tip: Ensure all bid documents are complete and signed, and pay special attention to the bid security submission process, as physical submission of pay orders before bid opening is mandatory and often overlooked, leading to disqualification.
