Tender Description
This tender invites qualified contractors in Karachi to undertake the improvement and rehabilitation of roads, footpaths, and patch works in District East under the Karachi Metropolitan Corporation's Engineering Department. The project involves comprehensive civil works including excavation, pipe laying, manhole construction, sub-base preparation, asphalt paving, and installation of precast edge blocks. The scope covers detailed site preparation, use of quality materials such as RCC pipes and paving blocks, and adherence to engineering standards for durability and safety.
The works require contractors to mobilize equipment like bulldozers, motor graders, dump trucks, and excavators, ensuring efficient execution within the urban environment of Karachi. Contractors must manage challenges such as traffic management, site safety, and coordination with municipal authorities. The project demands compliance with PEC registration, valid electrical licenses, and active tax status with FBR and SRB. Contractors should have relevant experience with similar government projects and maintain a minimum annual turnover aligned with the estimated cost.
Bidders must submit their technical and financial bids online via the SPPRA e-Procurement System (EPADS) by the deadline. The bid security is 5% of the estimated cost, payable via pay order. The tender requires submission of an Integrity Pact on stamp paper and adherence to all SPPRA rules. The contract includes a 12-month completion period with liquidated damages for delays. Performance security and contract signing will follow the award.
The submission deadline is set for 17th February 2026 at 11:00 AM, with bid opening shortly after. Bids must be submitted electronically only; physical submissions are not accepted. The office of the Chairman Procurement Committee at KMC Engineering Department, Muslimabad Karachi, is the venue for bid opening and correspondence.
Pro-Tip: Ensure your bid documents include all required certifications, especially PEC category and tax compliance certificates, and double-check the pay order details for bid security. Missing or incorrect documentation is a common cause for disqualification. Also, carefully review the newspaper advertisement for any specific stamp duty or integrity pact requirements to avoid last-minute issues.
