Tender Description
This tender invites qualified contractors in Karachi to undertake the improvement and rehabilitation of Up Mor Road, including the drainage system from Shahrah-e-Usman to Nalla Stop in District Central. The Karachi Metropolitan Corporation's Engineering Department requires comprehensive road reconstruction involving dismantling existing asphalt and concrete layers, earth excavation, sub-base preparation with graded gravel, and laying of asphalt concrete wearing course. The drainage component includes excavation for pipelines, reinforced cement concrete works, and repair of leakages in RCC and MS pipelines. Ancillary works include median and footpath construction with precast edge blocks and cement paving blocks, as well as electrical works such as installation of street lighting and road studs. The project demands adherence to high standards of workmanship, use of quality materials, and compliance with engineering specifications suitable for urban road infrastructure in Karachi.
Contractors must be registered with the Pakistan Engineering Council (PEC) in relevant categories and disciplines, be on the active tax payer lists of FBR and Sindh Revenue Board, and demonstrate financial capacity with an average annual turnover commensurate with the project size. The bid security is set at 5% of the estimated cost, and the contract duration is six months with a daily penalty for delay. The tender follows the National Competitive Bidding procedure with electronic submission via the SPPRA EPADS portal.
Bidders should ensure compliance with PEC registration, FBR/ATL status, and provide a detailed construction schedule, method statements, and evidence of equipment availability. The contract includes provisions for mobilization advance, performance security, and an integrity pact to prevent corrupt practices. Stamp duty at 0.35% of the contract value applies at contract signing.
The submission deadline is on the 9th of February 2026 at 11:00 AM, with bid opening shortly thereafter at the office of the Chairman Procurement Committee, Engineering Department, KMC, Muslimabad, Karachi. Bids must be submitted online only; manual submissions are not accepted. The procuring agency advises bidders to carefully review the bidding documents, including the bill of quantities, specifications, and special conditions.
Pro-Tip: Ensure your bid documents include the Integrity Pact and that the bid amount is rounded to the nearest rupee as per the High Court directive, avoiding paisa fractions which may lead to disqualification. Also, verify that your bid security pay order is submitted physically before bid opening as required, to avoid rejection.
