Tender Description
This tender invites qualified Chartered Accountant firms to conduct an independent forensic audit of the Sindh Solar Energy Project in Karachi under the Energy Department, Government of Sindh. The consultancy focuses on financial and engineering aspects, ensuring compliance with approved PC-1, World Bank procurement procedures, and contract specifications.
The audit covers multiple components including utility scale solar infrastructure, distributed solar installations, solar home systems, and capacity building initiatives. The firm will verify physical progress against Bill of Quantities, assess financial propriety, detect irregularities such as fraud or over-billing, and evaluate quality of workmanship and materials. Field verifications, document reviews, and performance assessments across Sindh districts are integral to the scope.
Firms must be registered with ICAP, hold Category 'A' status from the State Bank of Pakistan, and demonstrate at least 15 years of experience auditing large-scale projects, preferably World Bank-funded. Financial strength with an average turnover exceeding PKR 500 million over the last three years is required. The evaluation follows QCBS with 80% technical and 20% financial weightage, and only firms scoring 80% or above technically will proceed to financial evaluation.
Proposals must be submitted online via the Sindh Government e-Procurement portal (e-PADS) by 3:30 PM on 9th March 2026, with technical proposals opened at 4:00 PM the same day. Earnest Money and performance security requirements apply as per SPPR 2010.
