Tender Description
This tender invites bids for the procurement of infusion pumps for multiple sites of the Sindh Institute of Child Health and Neonatology (SICHN) in Karachi and other locations across Sindh. The procurement is managed by SICHN under the Government of Sindh and targets medical and surgical supplies essential for pediatric healthcare. The scope includes supply, delivery, installation, and commissioning of 200 infusion pumps with comprehensive technical support and warranty.
The infusion pumps must meet stringent technical specifications including a monochromatic display, linear peristaltic pumping mechanism, and a flow rate range of 1.0 to 1200 ml/hr. They should be waterproof and support universal drip sets. The equipment must be from reputable manufacturers based in USA, EU, Japan, UK, China, Turkey, or equivalent, and comply with international certifications such as ISO 13485, FDA 510(k), and European MDD. The delivery period is 120 days or earlier from the date of contract award, with installation and training for biomedical engineers and end users included.
Bidders must comply with PEC registration, FBR tax registration, and provide all mandatory documentation including manufacturer authorization, technical team details, and quality certifications. The tender requires a 2% bid security and a 5% performance security. The financial year 2025-26 rules apply, and bidders should ensure their bids remain valid for 90 days. The procurement follows the Single Stage Two Envelope Procedure under Rule-46 (2).
Bids must be submitted electronically via the EPADS portal by the deadline of 21st February 2026 at 10:30 a.m., with technical proposals opened first and financial proposals opened only for technically responsive bidders. The physical address for correspondence and bid submission is the office of the Executive Director, SICHN, Karachi. The bid opening will occur on the same day at 11:00 a.m. at the same location.
Pro-Tip: Ensure all mandatory documents are complete and submitted on EPADS as missing documents will lead to disqualification. Also, prepare for a demo sample submission if technically qualified, as failure to provide a demo sample will result in non-responsiveness. Pay close attention to the stamp duty requirements for contract signing and the detailed warranty and uptime commitments to avoid penalties.
