Tender Description

This tender invites bids for the construction of jeepable tracks, PCC roads, black top/TST roads, solarization of mosques, and installation of pressure pumps in various Union Councils of Shangla District, Khyber Pakhtunkhwa. Issued by Pakistan Infrastructure Development Company Limited (PIDCL) under the Ministry of Housing & Works, this project covers extensive civil works and solar power installations, combining road infrastructure with renewable energy solutions in remote areas. The scope includes building durable jeepable tracks and concrete roads using quality construction materials suitable for the hilly terrain of Shangla. The solarization of mosques involves installing solar panels and related electrical equipment to ensure sustainable energy supply. Pressure pumps will be installed to improve water supply systems. The engineering challenges include working in difficult mountainous locations, ensuring road stability, and integrating solar technology with existing infrastructure. Bidders must hold valid Pakistan Engineering Council (PEC) registration in the relevant category and maintain active Federal Board of Revenue (FBR) tax status, including ATL compliance for the fiscal year 2025-26. It is advisable to verify PEC category alignment and ensure all tax documentation is up to date to avoid disqualification. The tender fee is Rs. 5,000, and bid security must be submitted as per the specified amounts, with additional security required if bidding below the NIT cost. The submission deadline is set for 10th February 2026 at 11:00 AM, with bid opening at 11:30 AM the same day. Bids must be submitted electronically via the E-Pak Acquisition & Disposal System (E-PADS). Original tender fee, bid security, and e-stamp paper must be delivered physically to the Manager Technical (Execution), PIDCL, NC House, 26 Mauve Area, G-9/1, Islamabad before the deadline. Pro-Tip: Carefully review the bid security requirements and ensure the original Call Deposit Receipt or Bank Guarantee is delivered on time. Missing or late bid security submissions are a common reason for bid rejection. Also, attend the pre-bid meeting on 27th January 2026 at 11:00 AM in Islamabad to clarify any technical queries and avoid costly mistakes.
