Tender Description
This tender invites bids for the supply of a comprehensive Lab Kit comprising 221 items, including antibodies, reagents, diagnostic kits, and laboratory consumables, for the Directorate of Procurement (Navy) in Islamabad. The procurement falls under Pharmaceuticals & Laboratory Supplies, targeting specialized medical and laboratory equipment essential for naval medical services.
The scope covers a wide range of laboratory items such as antibodies for immunohistochemistry, serology kits, culture media, antibiotics discs, and various chemical reagents. These items must meet strict quality standards, including valid GMP certification, proper shelf life, and compliance with national and international regulations. Delivery is scheduled from 1st July 2026 to 30th June 2027, with supply orders issued quarterly or as required. The procurement process follows a single stage two-envelope bidding system, ensuring technical and commercial offers are evaluated separately.
Bidders must be registered with DGDP or willing to register, possess valid NTN and GST certificates, and be on the Active Taxpayers List (ATL) of FBR. Earnest Money in the form of a Call Deposit Receipt (CDR) is mandatory, with amounts varying by firm registration status. The tender emphasizes compliance with PEC categories, FBR/ATL status, and requires firms to submit technical offers in duplicate along with all supporting documents. Late or incomplete bids will be rejected.
The submission deadline is set for 21st January 2026 at 1030 hours, with technical bids opening at 1100 hours the same day. Bids must be delivered in sealed envelopes to the Directorate of Procurement (Navy), Bahria Gate Near SNID Centre, Naval Residential Complex, Sector E-8, Islamabad. Only authorized representatives may attend the bid opening.
Pro-Tip: Ensure your technical offer strictly follows the prescribed format and includes all mandatory documents such as DP-1, DP-2, DP-3 forms, and Earnest Money CDR. Missing or improperly sealed envelopes are common grounds for disqualification. Also, verify your firm's ATL status and DGDP registration before submission to avoid rejection.
