Tender Description
This tender invites bids for the supply of Liquid Medical Oxygen and refilling of compressed gas cylinders for Sindh Institute of Cardiovascular Diseases (SICVD) centers across Sindh, including Karachi, Sukkur, Larkana, Nawabshah, TMK, Hyderabad, Sehwan, Mithi, Khairpur, Liyari, and Baldia. The procurement covers approximately 500,000 cubic meters per year of liquid medical oxygen, along with installation and construction of bases for liquid oxygen plants on placement basis at SICVD centers. The scope also includes refilling of various oxygen cylinders and other medical gases such as nitrogen, CO2, and helium. The supply chain demands continuous, uninterrupted, and timely delivery to multiple hospital locations, emphasizing patient safety and reliability.
The bidder must demonstrate capability to manufacture or be an authorized distributor of medical gases produced under British, US, or European Pharmacopoeia standards, complying with CGMP and ISO guidelines. The tender requires evidence of quality control, traceability of batches, and installation of medical-grade copper piping and alarm systems at hospital VIEs. The supplier is responsible for the complete supply and installation of VIE bases and fencing, including plumbing and electrical work, with the hospital providing electric and water connections. The contract period is one year with orders placed based on demand from SICVD's network hospitals.
Bidders should ensure compliance with PEC categories and maintain active taxpayer status on FBR's ATL for the fiscal year 2025-26. The bid security is set at PKR 1,000,000 with a performance security of 5% of the awarded amount. The tender follows Sindh Public Procurement Rules, 2010 (as amended), and requires submission through the EPADS electronic portal. The prices quoted must be fixed and valid for the entire contract period, inclusive of all taxes except GST.
