Tender Description
This tender invites qualified contractors in Karachi under the Sindh Mass Transit Authority, Transport and Mass Transit Department, Government of Sindh, for maintenance and repair works across all stations of the BRT Orange Line Corridor. The scope covers civil works including surface scarification, subgrade preparation, asphalt concrete laying, tile dismantling and installation, paving blocks, and painting works. The project demands expertise in handling complex urban transit infrastructure with attention to quality and timely execution.
The works involve detailed civil engineering tasks such as cold milling of existing road surfaces, laying of asphalt concrete with precise grading, and installation of porcelain tiles and cement paving blocks. The stations are located in Karachi, requiring contractors to manage logistics and site conditions effectively. The project also includes specialized tasks like epoxy painting of steel fences and installation of solar cat eyes for safety. Contractors must be prepared to meet technical challenges including site preparation, quality control, and compliance with engineering standards.
Applicants must hold valid Pakistan Engineering Council registration in category C-4 or above with specialization codes CE-10 and CE-01. Financial strength is critical, with requirements for audited balance sheets and minimum turnover thresholds. Compliance with FBR tax registration and Sindh Sales Tax on Construction Services is mandatory. Contractors should ensure their PEC registration and tax documentation are current for the 2025-26 financial year to avoid disqualification.
Submission deadline is by end of February 2026, with bids to be submitted in sealed envelopes to the Director Infrastructure & Planning at SMTA office, D43/1, Shahra-e-Ghalib, Block-2, near Bilawal Chowrangi, Clifton, Karachi. Technical bids will be opened first, followed by financial bids of qualified applicants. All documents must be in English and signed by authorized representatives.
Pro-Tip: Carefully review the bid security and integrity pact requirements. Ensure all affidavits and financial documents are complete and properly signed to avoid rejection. Pay special attention to the PEC category and tax compliance as these are common pitfalls. Also, verify the exact stamp duty rates applicable as per the latest government notifications before contract signing.
