Tender Description
This tender invites qualified contractors in Karachi to undertake the maintenance and replacement of damaged portions of the quay wall, nosing plates, and two bollards at Berth No. 24 & 25 West Wharf. Issued by Karachi Port Trust's Engineering Department, this project falls under construction and civil works materials and infrastructure categories. The scope includes removal of damaged concrete, installation of new marine-grade bollards with approved ballasting systems, and repair of quay wall structures. The site is tidal and requires round-the-clock work with strict adherence to safety and environmental regulations.
The contractor must be registered with the Pakistan Engineering Council in relevant categories including marine structures and underwater works, and must have a minimum average annual turnover of PKR 7 million. The work involves complex marine engineering challenges such as working in tidal conditions, ensuring structural integrity of quay walls, and installing heavy-duty bollards capable of handling 100-ton loads. The contractor is responsible for site inspections, mobilization of equipment, and compliance with all local laws and environmental standards. The project requires submission of detailed construction schedules, method statements, and quality assurance plans.
Bidders must be registered with the Federal Board of Revenue and maintain an Active Taxpayer List status for the fiscal year 2025-26. PEC registration in category C6 or above is mandatory. The contractor must provide a bid security of PKR 115,000 in the form of a bank pay order. The contract includes a defects liability period of 365 days and requires performance security of 10% of the contract price. All bids must be submitted in English and comply with the PPRA Rule 36(b) Single Stage Two Envelope procedure.
The submission deadline is on the 13th of January 2026 at 23:59:59 PKT. Technical bids will be opened first, and financial bids of technically qualified bidders scoring above 70% will be opened subsequently. Bids must be submitted in sealed envelopes to the Chief Engineer, Karachi Port Trust, Eduljee Dinshaw Road, Karachi. The bid opening will be held publicly at the same address. The contractor must provide all required documentation including technical proposals, bid security, and power of attorney. The Employer reserves the right to reject any or all bids without assigning reasons.
Pro-Tip: Ensure your bid includes all required affidavits on stamp paper, PEC registration certificates, and NTN/ATL documents. Pay special attention to the detailed construction schedule and method statements as these are critical for technical evaluation. Also, verify the bid security format and validity period to avoid disqualification. Keep close track of the pre-bid meeting notices and clarifications issued on the EPADS portal to stay updated on any amendments.
