Tender Description
Major renovation works are underway for establishing a commercial business hub at the first floor of the National Bank of Pakistan's Small Industrial Estate Branch in Sialkot. This project, commissioned by the National Bank of Pakistan, involves extensive civil, electrical, plumbing, HVAC, and furniture works to transform the existing space into a modern, functional business hub. The scope includes dismantling existing structures, RCC works, masonry, plastering, flooring with porcelain and granite tiles, false ceilings, glass partitions, wooden furnishings, and installation of electrical and plumbing fixtures. The HVAC system will be upgraded with inverter-type air conditioners suitable for the local climate.
The works will be executed in Sialkot city, Punjab province, with strict adherence to the Pakistan Engineering Council's C-6 financial category and specialization codes CE-10 and EE-04. Bidders must have completed at least three similar projects costing not less than PKR 25 million in the last three years, preferably for banks or financial institutions. The project demands high-quality materials and workmanship, including imported porcelain tiles, laminated MDF, and advanced electrical fittings. The contractor will also be responsible for site organization, mobilization, and adherence to safety and environmental standards.
Compliance with PEC registration, FBR Active Taxpayer List, and Provincial Revenue Board registration is mandatory. The contractor must not be blacklisted or debarred and should provide an undertaking to this effect. The project will follow the Single Stage One Envelope bidding procedure through the e-Pak Acquisition & Disposal System (EPADS). The contract will be governed by FIDIC Red Book 2017 conditions, with a performance security of 5% of the contract price. Delay damages are set at 0.1% per day, capped at 10% of the contract price.
Bids must be submitted by 11:00 AM on April 23, 2026, via EPADS, with bid opening at 11:30 AM the same day at the National Bank of Pakistan Regional Headquarters in Lahore. Original bid security of PKR 800,000 must be submitted before the closing time. The submission address is the Office of VP/Wing Head, Engineering Wing Central, Engineering Group, LCMG, Ground Floor, National Bank of Pakistan, Regional Headquarters Building, 26-Mclagon Road, Lahore.
Pro-Tip: Ensure your bid includes all required documents, especially the original bid security instrument, and verify your PEC category and FBR status before submission. Missing or incorrect documentation is a common cause of disqualification. Also, carefully review the detailed Bill of Quantities and technical specifications to avoid underestimating costs or missing critical scope items.
