Tender Description
This tender invites bids for the supply, installation, and commissioning of a Modular Operation Theatre at the Sindh Institute of Child Health and Neonatology (SICHN) in Karachi, Sindh. The procurement covers advanced medical and HVAC equipment including circular laminar air flow systems, hygienic air handling units, modular chillers, clean room ceilings, LED lighting, OT tables, anesthesia machines, electrosurgical units, and related civil works such as vinyl flooring and PVC wall paneling. The project demands compliance with international standards and requires equipment of USA, Europe, or Japan origin to ensure quality and reliability.
The scope includes delivery duty paid (DDP) of all items, installation by certified professionals, and commissioning within 30 to 120 days. The HVAC system features direct digital controls with BACnet/IP integration for remote monitoring, ensuring precise environmental control critical for operation theatres. The modular OT will be equipped with a 95% uptime warranty for three years, with extended service support and spare parts availability for up to ten years. The site is located at SICHN, Karachi, with delivery and installation at the hospital premises.
Bidders must hold valid registrations with Pakistan tax authorities and meet mandatory technical and financial criteria including PEC C-4 category registration. Bid security of 2% of the estimated cost (PKR 1.4 million) and performance security of 5% are required. The tender follows the Single Stage Two Envelope Procedure under Rule-46 (2) of SPPRA. Compliance with FBR/ATL and PEC requirements for the fiscal year 2025-26 is mandatory.
Bids must be submitted electronically via the EPADS portal by the deadline of 26th January 2026 at 10:30 a.m., with technical proposals opened first followed by financial proposals of technically qualified bidders. The opening will be held at the SICHN office in Karachi. The contract award will be to the lowest evaluated bidder meeting all technical and financial conditions.
