Tender Description
This tender invites qualified contractors in Shaheed Benazirabad under the Provincial Highway Division for the maintenance and rehabilitation of the Nawabshah to Saeedabad road, covering mile 0/0 to 20/0 with a take-up length of 11.5 miles. The project falls under the Road & Infrastructure category and involves extensive civil works including sub-base preparation, asphaltic base binder laying, surface dressing, and installation of safety features such as metal guard rails and road studs.
The scope includes excavation, sub-base and aggregate base course laying, two coats of surface dressing, prime coat application, and multiple layers of asphalt concrete of varying thicknesses. The work also covers stone pitching, construction of three 1-metre span box culverts, and installation of traffic and informational signage. The site is located in Shaheed Benazirabad, Sindh, and requires adherence to AASHTO standards and Pakistan Engineering Council (PEC) regulations. Contractors must ensure proper compaction, quality control, and environmental safeguards throughout the project.
Bidders must be registered with PEC in categories C.E-01 and C.E-10 or above, possess valid tax registrations, and demonstrate experience with similar projects within the last five years. Financial stability is critical, requiring audited reports from ICAP-registered firms for the last three years and a minimum average annual turnover matching the project cost. The contractor must own an asphalt plant subject to inspection and hold ISO certifications 9001, 14001, and 45001. Bid security must be submitted as a Call Deposit Receipt (CDR) from a scheduled bank.
The submission deadline is set for 30th March 2026 at 23:59:59, with bid opening at 10:30 AM the same day at the Executive Engineer's office in Shaheed Benazirabad. Bids must be submitted electronically via the EPADS SPPRA portal and physically before the opening date. The tender follows a single stage two-envelope procedure, requiring separate technical and financial bids. Compliance with PEC categories, FBR active status, and 2025-26 fiscal year requirements is mandatory.
Pro-Tip: Ensure all bid documents are complete and accompanied by the original Call Deposit Receipt and tender fee instrument. Pay special attention to the E-stamp paper requirements and the authority letter for bid opening, as missing or incorrect documentation can lead to disqualification. Also, verify the bid security format strictly adheres to the CDR requirement, as other forms like pay orders or bank guarantees are not acceptable.
