Tender Description
This tender invites experienced contractors to undertake the construction of PCC roads and sewerage lines across various localities in Mansehra. Issued by the Tehsil Municipal Administration Mansehra, this opportunity focuses on infrastructure development under accelerated sustainable initiatives and local fund schemes. The scope includes laying high-quality PCC concrete roads and sewerage systems in multiple sectors such as Ali Town, Khattak Kotkay, Dara, Chikriyali, and others, ensuring improved urban connectivity and sanitation.
The works require contractors to manage site-specific challenges including urban traffic management, soil stability, and water drainage considerations in Mansehra's varied terrain. Contractors must ensure the use of approved construction materials and adhere to engineering standards for durability and safety. The projects are spread across multiple packages with estimated costs ranging from PKR 1 million to PKR 10 million, demanding precise project management and technical expertise.
Bidders must hold valid Pakistan Engineering Council (PEC) registration for the current financial year and be enlisted with the Local Council Board Khyber Pakhtunkhwa and KPPRA. Compliance with FBR/ATL registration and KPRA under the Khyber Pakhtunkhwa Finance Act 2013 is mandatory. Tender submissions require earnest money in the form of a Call Deposit Receipt (CDR) at 2% of the estimated cost. Detailed rate analysis may be requested, and incomplete or non-responsive bids will be rejected. Contractors should ensure all documentation including CNIC, NTN, PEC certificates, and fresh LCB registration are complete and valid.
The submission deadline is on the 15th of January 2026, with electronic bids accepted until 10:00 AM and hard copies until 12:00 PM. Tender opening will occur at 2:00 PM on the same day at the TMA Mansehra office. Bidders must submit sealed envelopes via courier to the office address before the deadline. The bid security must be prepared after the NIT publication and before bid closing.
Pro-Tip: Carefully review the KPPRA notification regarding bid security and additional security requirements, and ensure timely EPADS registration to avoid disqualification. Also, verify the stamp duty and earnest money details in the newspaper advertisement to prevent common submission errors.
