Tender Description
This tender invites bids for the supply of PTMC and angioplasty package items specifically for Zakat and donation patients at the National Institute of Cardiovascular Diseases (NICVD) in Karachi. The procurement is funded by the Federal Government and Sindh Zakat Council with an allocation of PKR 20 million annually to support free treatment for deserving patients. The package includes a comprehensive list of medical consumables such as surgical gloves, syringes, angiography kits, balloon catheters, and other essential items required for PTMC procedures. Vendors must quote the complete package as per the detailed list and ensure timely delivery within 10 days of order.
The supply will be delivered on a Delivered Duty Paid (DDP) basis to NICVD Karachi, with strict adherence to technical specifications and quality standards. The tender follows a single stage, two envelope procedure with electronic bid submission mandatory via the EPAD portal. Bidders must provide samples, guarantee certificates, and comply with all regulatory requirements including FDA/CE approvals and DRAP regulations. The contract includes a 12-month warranty and performance security of 2% of the contract price. Liquidated damages apply for delayed deliveries, and blacklisting is enforced for non-compliance or substandard supplies.
Bidders should be registered with FBR and Sales Tax Department, submit all mandatory documents including NTN, income tax certificates, and provide undertakings on pricing and supply conditions. The tender is valid for one year with fixed prices throughout the contract period. Evaluation criteria include mandatory qualifications, technical compliance, and financial capability with a minimum qualifying score of 70%.
The submission deadline is on the 16th of March, 2026 at 11:00 a.m., with bid opening at 11:30 a.m. at the Head of Procurement office, NICVD Karachi, located on Rafiqui H.J Shaheed Road. Bids must be sealed and clearly marked with the tender number and project name.
Pro-Tip: Ensure all samples are submitted at least three days before bid opening and double-check the e-stamp paper requirements for undertakings to avoid disqualification. Also, verify that the quoted prices are not higher than local market rates as per NICVD policy to prevent bid rejection.
