Tender Description
This tender invites bids for the rehabilitation of the X-Regulator at Mile-63 of the Desert Canal including associated road bridges, as well as the rehabilitation of X-Regulators at Mile-7, Mile-19, and Mile-36. Located in Kashmore, Sindh, the project involves extensive civil works focused on canal infrastructure and bridge restoration to improve water flow and transport connectivity. The scope includes earthworks, concrete repairs, stone pitching, and structural strengthening using quality materials compliant with the Composite Schedule of Rates (CSR) 2024.
The contractor must have a valid Pakistan Engineering Council (PEC) registration in category C-4 or above, with proven experience in similar irrigation and canal rehabilitation projects. The work demands technical expertise in handling large-scale canal structures under local geographical conditions, requiring robust project management and resource mobilization. The site conditions necessitate careful planning for material handling, machinery deployment, and environmental safeguards to ensure durability and compliance with engineering standards.
Bidders should ensure their PEC category and tax registrations are current and submit detailed technical proposals including equipment lists, staff qualifications, and financial statements for the last three years. Compliance with FBR and Sindh Revenue Board (SRB) tax requirements is mandatory. The project requires a bid security of 5% of the bid price and a non-refundable tender fee of Rs. 3000. The contract duration is 24 months with a bid validity of 90 days.
The submission deadline is set for 31st March 2026 at 12:00 PM, with technical bids opening at 1:00 PM the same day at the office of the Executive Engineer (Irrigation) Kashmore Division. A second call for bids is scheduled for 17th April 2026 if required. Bids must be submitted in sealed envelopes clearly marked as Technical and Financial Proposals separately, following the Single Stage β Two Envelope procedure.
Pro-Tip: Ensure all pages of the bidding documents and company profile are paginated, signed, and stamped. Pay close attention to the bid security submission in original form before the deadline to avoid disqualification. Also, verify that your technical proposal includes all required certificates and performance evidence to meet the stringent eligibility criteria.
