Tender Description
This tender invites qualified contractors in Karachi to undertake the repair and renovation of lecture halls and the board room at Jinnah Sindh Medical University. The scope covers civil works including plastering, concrete, masonry, flooring, false ceilings, wooden cladding, aluminum windows, and electrical installations. The project also includes furnishing with wooden doors, blinds, mortice locks, and installation of smart LED TVs and air conditioning units. The site is located at Rafiqui H.J. Shaheed Road, Karachi, requiring contractors to manage logistics and site conditions effectively.
The works demand expertise in handling diverse materials such as gypsum, SPC wooden flooring, porcelain tiles, and advanced electrical fittings. Contractors must ensure compliance with Pakistan Engineering Council (PEC) registration in category C4 or above with relevant specialization codes. The project requires adherence to FBR and Sindh Revenue Board registrations, active tax payer status, and valid electrical licenses. The contract duration is four months with a 90-day defect liability period, and performance security of 5% of contract value is mandatory.
Bidders should prepare technical and financial proposals separately as per the single stage two envelope procedure on the EPADs platform. Bid security of PKR 5 million in the form of pay order is required. The submission deadline is in February 2026, with bid opening and evaluation conducted by the university's Executive Engineer, Work & Services Department. The contract will be awarded to the lowest evaluated responsive bidder meeting all eligibility and qualification criteria.
Submission must be made online via the EPADs portal with all required documents including bid security, PEC registration, tax certificates, and detailed work methodology. The physical address for bid security submission and clarifications is the Procurement Office, 6th Floor Dental OPD Building, Jinnah Sindh Medical University, Karachi. The university advises bidders to attend the pre-bid meeting if scheduled and to carefully review all bidding documents and addenda.
Pro-Tip: Ensure your bid includes all mandatory documents and that your PEC registration and electrical license are valid through 2026. Pay special attention to the bid security format and submission deadlines to avoid disqualification. Also, verify the stamp duty requirements on the contract agreement as per the latest regulations to prevent delays in contract signing.
