Tender Description
This tender invites contractors registered with Pakistan Engineering Council (PEC) for the revamping of the ground floor of the GSC office building located in Sector I-10, Islamabad. The Islamabad Electric Supply Company Limited (IESCO) requires execution of smaller civil works and special repair works under a single stage single envelope bidding procedure. The scope includes dismantling, brickwork, plastering, flooring with granite and glazed tiles, aluminum windows, electrical wiring, plumbing fixtures, and false ceiling installation. The site is in Islamabad, demanding careful coordination with local regulations and ensuring quality materials such as cement concrete, granite tiles, and sanitary fittings are used to meet the engineering standards.
Bidders must be PEC registered with at least Category C-6 and specialization code CE-10 for civil works, renewed for the year 2025-26. The firm should have a fresh bank balance of at least 50% of the estimated cost and provide performance and completion certificates for similar works. Compliance with FBR and PRA registration is mandatory. The tender requires earnest money deposit of 4% of the estimated cost in the form of CDR or pay order. Additional call deposit is required if the bid is below 10% of the NIT amount. The contract includes a one-year defect liability period and requires submission of a detailed bar chart programme within 14 days of commencement.
The submission deadline is on the 21st of April, 2026, with bid opening at 11:30 AM at IESCO office, Sector G/7-4, Islamabad. Bids must be submitted electronically via E-PADS portal with original bid security submitted physically before closing time. The contract will be awarded based on lowest evaluated bid price after technical and commercial evaluation. The contractor must provide a performance security of 10% of contract value and comply with all statutory obligations.
Pro-Tip: Ensure your bid includes all mandatory documents such as PEC registration, FBR active tax status, and performance certificates. Pay special attention to the additional call deposit requirement for bids below 10% of NIT to avoid rejection. Also, verify the printing charge payment and timely submission of original bid security to prevent disqualification.
